Property Management in Washington County, PA
A lot of the Washington County owners we talk to don't live in Washington County. They bought near Southpointe or in the City of Washington as an investment, and now they're managing from Pittsburgh, from out of state, or from the other side of the county. That works until a pipe bursts on a Sunday or a registration deadline slips by.
We're landlords too, with more than 15 years running rentals in the Pittsburgh area. Here's what you need to know about owning rentals in Washington County, and how we can take it off your plate.
Heads up: City of Washington registration is due November 2
If you own rentals in the City of Washington, every unit has to be registered every year under city code Chapter 260. The 2026 fee is $15 per unit and it's due November 2, 2026. Miss it and the late penalty is $108 per unit. The city also requires owners who live more than 15 miles from the courthouse to name a local agent [1]. On a fourplex, that's $432 in late penalties on a $60 registration.
The Washington County rental market
About 24% of Washington County households rent: 21,152 out of 88,505 [2]. Median gross rent is $949 a month [3].
That county number undersells the rental pockets. Southpointe has the highest renter share on our list at 59.8%. The City of Washington is 55.4% renters with 3,337 renter households, Charleroi is 51.4%, California is 51.0%, and Canonsburg is 44.4% with 1,883 renter households [4].
The job base explains a lot of that. On the state's Q1 2026 Top 50 list for the county, The Washington Hospital ranks second, ANSYS 11th, Canonsburg General Hospital 28th, and Washington & Jefferson College 31st [5]. In Southpointe, WVU Medicine leased the 90,250 square foot Fountainhead building in November 2024 [6]. Hospital staff, engineers, and college students all need somewhere to live near work.
Washington County landlord rules
Beyond the City of Washington, here's what we know about the other towns with a lot of renters:
- Charleroi requires a rental license at $55 per unit, and the borough looks at rental units every year. Tenants have to register with the borough within 10 days of moving in [7].
- Monongahela adopted Ordinance 6-2023 for non-owner-occupied homes. It covers registration, a local agent, and a rental permit [8].
- Canonsburg has a rental ordinance on the books [9]. We couldn't confirm the current details, so check with the borough before you lease.
Statewide rules apply too. Your security deposit is capped at two months' rent in year one and one month after that [10], and you have 30 days after move-out to return it with an itemized damage list [11]. For pre-1978 housing, federal law requires a lead disclosure, the EPA lead pamphlet, and a lead warning in the lease [12].
How With Ease helps Washington County owners
If you're managing from a distance, you need someone who answers the phone and is upfront about every bill. Here's how we work:
We're reachable. You can call our AI call center at 724-570-2443. Behind it are people who've been landlords for 15+ years and make the real decisions.
Transparent repair pricing. We charge a flat 10% fee on repair invoices, and work goes to independent local vendors. Other managers mark up repairs 20 to 150% through their own "in-house" repair companies, so our flat 10% saves owners real money.
We lease with a system, not guesswork. We use our own proprietary leasing system to place tenants, and a tenant resolution system to handle problems when they come up.
Choose how hands-on you want to be. Full Management runs 7 to 12% of rent depending on the property. Hybrid runs 3 to 7% depending on which services we handle, which works if you want to keep some tasks yourself. Leasing Only is 100% of the first month's rent, no cap, for owners who just need the unit filled. Full and hybrid clients pay a leasing fee capped at $1,500.
