Property Management in Beaver County, PA

Beaver County is a different game than the city. Rents are lower, so every repair bill and every vacant month hits your return harder. When your margin on a duplex in Ambridge is a few hundred dollars a month, you can't afford a manager who marks up a $300 plumbing call to $500.

We're landlords ourselves, with more than 15 years in the Pittsburgh region. We run Beaver County rentals the same way we run our own: keep costs honest, keep good tenants, and keep up with the local licensing rules that change from one river town to the next.

The Beaver County rental market

One in four households in Beaver County rents. That's 18,035 renter households out of 72,257, a 25.0% renter share [1]. Median gross rent is $890 a month [2].

The county average hides the real story, though. Renters cluster in the older river towns. In Rochester, 56.7% of households rent. Ambridge is at 53.3%, New Brighton at 51.0%, Beaver Falls at 45.0%, and Aliquippa at 42.5% with 1,918 renter households [3]. If you own in one of those towns, you're in a renter's market even if the county as a whole isn't.

Who's renting? Heritage Valley Health System is described as the county's largest private employer [4]. On the state's most recent Top 50 list we have for the county (Q4 2023), Shell Chemical LP ranked 12th and Geneva College ranked 18th [5]. Hospital staff, plant workers, and college faculty and students all need housing close to work.

Beaver County landlord rules: it's town by town

In Beaver County the rules that catch landlords off guard are mostly local. Each city or borough sets its own. Here's what we know about the busiest rental towns:

Rochester Borough. Rochester has run a Landlord Registration Program since 2006. Every non-owner-occupied unit has to be registered and licensed before anyone moves in, at $75 per unit per year. The borough checks units at least every three years and requires occupancy reports. Fines run from $300 to $1,000 [6].

Aliquippa. Under Ordinance 3 of 2014, regulated rental units need an annual rental license, and the city reviews units as part of licensing [7]. The fees in that ordinance are more than ten years old, so check the current fee with the city.

Ambridge. Borough code Chapter 130 requires a fire and safety certificate before a unit is leased or reoccupied [8]. Check the current fee with the borough.

Beaver Borough. Ordinance 835 sets up a two-year rental license, with the borough looking at units at least every two years [9].

Beaver Falls. The city has a code enforcement and rental registration program [10]. Its page doesn't list fees or how often you renew, so call the city before you lease.

State rules apply everywhere. Pennsylvania caps security deposits at two months' rent in the first year of a lease and one month's rent after that [11]. You have 30 days after move-out to return the balance with an itemized list of damages, or you lose the right to keep any of it and can owe double [12]. Much of the housing in these river towns is old, and for anything built before 1978 federal law requires a lead disclosure, the EPA lead pamphlet, and a lead warning in the lease [13].

How With Ease helps Beaver County owners

With rents where they are in Beaver County, the biggest thing we can do for you is keep money from leaking out.

We charge a flat 10% on repairs. We charge a flat 10% fee on repair invoices, and work goes to independent local vendors. Other managers mark up repairs 20 to 150% through their own "in-house" repair companies, so our flat 10% saves owners real money. On an $890 rent, that's often the difference between a rental that pays and one that doesn't.

We fill units with the right people. Our proprietary leasing system is built to place tenants who pay and stay, because turnover in a lower-rent market eats a year's profit fast.

We deal with problems early. Our tenant resolution system gives us a set process for working through tenant problems before they turn into bigger losses.

You get both tech and judgment. Modern automation handles the routine work. People who've been landlords for 15+ years handle the judgment calls.

Pick the level of help you want:

  • Full Management: 7 to 12% of rent, depending on the property.
  • Hybrid: 3 to 7%, depending on which services we handle and which you keep.
  • Leasing Only: 100% of the first month's rent, no cap. (Full and hybrid clients get a $1,500 leasing fee cap.) Good if you like managing but hate finding tenants.

Beaver County FAQs

I'm buying a house in Rochester. What do I need before I rent it?

Register and license the unit with the borough before anyone moves in. The fee is $75 per unit per year, and fines run $300 to $1,000 [6].

Does Aliquippa require a rental license?

Yes. Regulated rental units need an annual license under Ordinance 3 of 2014 [7]. Check the current fee with the city, since the ordinance figures date to 2014.

You're based in Pittsburgh. Do you really work in Beaver County?

Yes. Beaver County is one of the four counties we serve, along with Allegheny, Washington, and Erie. Our office is at 617 Forest Ave in Pittsburgh.

Rents are lower here. Is management worth it?

That's a fair question, and it depends on your property. Because we charge a flat 10% on repair invoices instead of the 20 to 150% markups other managers take, the repair savings can cover a big piece of the management fee. Call us and we'll run the numbers with you honestly.
