Property Management in Allegheny County, PA
We're landlords too. We've owned and run rentals around Pittsburgh for more than 15 years, and our office is at 617 Forest Ave, right here in the 15202 ZIP. Allegheny County is our home market, and it's the busiest rental market of the four counties we cover. It's also the one with the most paperwork.
If you own a single house in Bellevue or a handful of doors in the city, you already know the hard part isn't collecting rent. It's keeping up with the rules, the repairs, and the tenant who stops answering the phone. That's what we do.
The Allegheny County rental market
About one in three households in the county rents. The Census Bureau counts 190,128 renter households out of 545,802 occupied homes, a 34.8% renter share [1]. Median gross rent is $1,153 a month, the highest of the four counties we serve [2].
Inside the City of Pittsburgh the picture flips. Renters are the majority: 72,332 households, or 52.3% [3]. Some older boroughs rent even more heavily. Wilkinsburg sits at 69.9% renters (5,373 households), Bellevue at 54.8%, Swissvale at 51.1%, and McKeesport at 49.1% [4].
Demand here is anchored by health care and education. UPMC Presbyterian Shadyside is the county's number one employer and the University of Pittsburgh is number two on the state's Top 50 list [5]. Allegheny Health Network reports more than 27,000 employees across its system [6]. That's a steady stream of nurses, residents, staff, and grad students looking for a place to live.
Allegheny County landlord rules worth knowing
Pittsburgh's rental registry. The city launched its Residential Housing Rental Permit Program on December 19, 2024. Right now compliance is voluntary until further notice, and the city says it will give 30 days' notice before it starts enforcing [7]. Registration runs through OneStopPGH and moves from registration and review to a provisional permit, then a full permit and annual renewal [8]. The city's 2026 fee schedule lists rental registration at $16 [9]. Our take: voluntary today doesn't mean voluntary forever, and 30 days goes fast.
Lead in pre-1978 city rentals. Pittsburgh's lead safety rule (City Code Chapter 782) ties into the registry. Pre-1978 rentals get checked for lead, including a look at soil and paint and dust wipe sampling. Any hazards have to be fixed by certified professionals. Owners can be exempt with a report from a PA Labor and Industry certified risk assessor showing no hazards. The rule also carries a 90-day presumption of retaliation against a landlord who acts against a tenant after a lead complaint [10]. A lot of Pittsburgh housing stock is old, so this one matters.
County housing standards. The Allegheny County Health Department's Article VI sets minimum housing standards and puts compliance on owners. ACHD can order a landlord to fix heat, hot water, plumbing, leaks, and pests [11]. ACHD also tells landlords to keep painted surfaces in good shape, disclose known lead hazards in pre-1978 housing, and use certified renovators and lead-safe work practices [12]. On top of that, federal law requires a lead disclosure, the EPA pamphlet "Protect Your Family From Lead in Your Home," and a lead warning in the lease for pre-1978 housing [13].
Borough rules are all over the map. A few examples:
- Penn Hills requires a certificate of use, occupancy and compliance before every tenant change, and owners who live more than 15 miles away need a local property manager [14].
- McKees Rocks requires landlords to register each rental every year and hold a current occupancy permit before renting [15]. Check the current fee with the borough.
- Wilkinsburg requires tenant registration every year and on any change of tenant or ownership, plus a residential occupancy permit when the tenant changes [16]. Check the current fees with the borough.
- Bellevue requires a residential rental occupancy permit that renews every three years [17]. Check the current fee with the borough.
How With Ease helps Allegheny County owners
We built With Ease the way we'd want our own rentals run. That means modern automation for the routine stuff and real people with real landlord experience for the calls that matter.
- Our own leasing system. We built a proprietary leasing process to get good tenants into units in a busy, competitive market.
- A tenant resolution system. When something goes wrong with a tenant, we have a set process for working it out instead of winging it.
- A flat 10% repair fee. We charge a flat 10% fee on repair invoices, and work goes to independent local vendors. Other managers mark up repairs 20 to 150% through their own "in-house" repair companies, so our flat 10% saves owners real money. In an old housing market like Pittsburgh's, that adds up.
What it costs:
| Plan | Fee |
|---|---|
| Full Management | 7 to 12% of rent, depending on the property |
| Hybrid | 3 to 7%, depending on which services we handle |
| Leasing Only | 100% of the first month's rent, no cap |
| Leasing fee (full and hybrid clients) | Capped at $1,500 |
Allegheny County FAQs
Do I have to register my Pittsburgh rental right now?
Not yet. The city's program is voluntary until further notice, and the city says it will give 30 days' notice before enforcement starts [7]. We'd still plan for it now so you aren't scrambling later.
My Pittsburgh rental was built before 1978. What should I expect?
How much security deposit can I collect in Pennsylvania?
I own in Penn Hills but live out of the area. Does that matter?
Yes. Penn Hills requires a local property manager if the owner lives more than 15 miles away [14]. Give us a call and we'll talk through your setup.
Do you mark up repairs?
We charge a flat, transparent 10% fee on repair invoices. Other managers run "in-house repair companies" and mark up invoices 20 to 150%, so our flat 10% with independent local vendors saves owners real money.
